He was born on July 25, 1924 in Narvcon,Ilocos Sur, Philippines.
Billy is preceded in death by his wife, Adair Tajima Cabebe.
Billy is survived by his children, Albert (LaVina), Eleanor (William) Johnson, Vicky (Neal) Norris and Colin; along with 7 grandchildren and 9 Great grandchildren; and numerous nieces and nephews.
A celebration of life memorial with be on Saturday October 18, 2025, 9:30 am at D.T. Fleming beach park.
